Emerging small businesses
Also since the onset of the Online Representations and Certifications Application (ORCA) many vendors have been asking for information about Emerging Small Businesses (ESB). ESBs are part of the Small Business Competitiveness Demonstration Program (FAR 19.10) and applies to the following industries only:
The Size Standard is 50 percent of the SBA size standard (i.e., since NAICS
541310 currently has a $4M size standard, the ESB standard would be $2M). The
Small Business Competitiveness Demonstration Program allows for ESB set-asides
for acquisitions of $25,000 or less for construction, refuse systems and related
services, non-nuclear ship repair, landscaping and pest control services and
$50,000 or less for architectural and engineering services. This program is
only applicable with ten participating agencies: Department of Agriculture,
Defense, Energy, HHS, Interior, Transportation, EPA, Veterans Affairs, GSA,
