Essential Job Duties:
The primary purpose of the Procurement Technical Assistance Center (PTAC) program is to provide specialized and professional technical assistance to individuals and businesses that are seeking to pursue and successfully perform under contracting and subcontracting opportunities with the Department of Defense (DoD), federal agencies, state of North Carolina and other states and local governments and municipalities.

The North Carolina Procurement Technical Assistance Center (PTAC) educates business associates on how to obtain contracts by providing comprehensive assistance in selling products and services to local, state and federal government agencies. The PTACprogram is one of many services offered by the Small Business and Technology Development Center (SBTDC). Our purpose is to generate employment and improve the general economic condition of the state by assisting North Carolina companies including those eligible for business development programs for local, state and federal government contracts. We provide procurement technical assistance by offering no-fee and confidential counseling on selling products and/or services to the appropriate local, state or federal government agency.

Other Work/Responsibilites:
The Supply Chain counselor will focus on Supply Chain Management as it pertains to federal, state, and local subcontracting requirements. The individual will be required to build relationships with Prime Contractors across the state, provide guidance on potential subcontractors to fulfill their subcontracting requirements, and offer outreach events across the state. The counseling aspect of this position includes one-on-one meetings, telephone, email and other professional written communications. The counselor will be expected to assist clients using the Small Business and Technology Development Centers (SBTDC) professional counselors and resources provided by the University System. The counselor will work with team members to include the PTAC team and regional centers directors initially to identify potential prime contractors.

Administrative duties will include maintaining records of client related activity, providing reports on client counseling and training efforts and contributing to program evaluations. The candidate will work directly for the State PTAC Program Director and will be required to assist with administrative responsibilities as deemed necessary for the smooth operation of the state wide PTAC program.
Some overnight travel is required.

Minimum Experience/Education:
Bachelor’s degree with 5 years of experience in Supply Chain Management or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Departmental Preferred Experience, Skills, Training/Education: Prefer Master’s degree in Supply Chain Management and 5 to 10 years with federal or state government Supply Chain or contracting experience.
